In accordance with the City’s Citizen Participation Plan, a legal advertisement was placed in the Lancaster Newspaper on August 4, 2021 announcing the 5-day public comment period. Persons interested in reviewing and/or commenting on the proposed amendments can access the amended draft below. The City will accept citizen comments on these amendments to the 2019 Annual Action Plan for 5 days from Wednesday, August 4, 2021 to the end of the day Tuesday, August 10, 2021.

In addition, the City of Lancaster will conduct a public hearing regarding these amendments on Tuesday, August 10 at 7:30 p.m. during Lancaster City Council’s regularly scheduled meeting on that date and time. Details on how to access and participate in that meeting can be found at

What We Do

The Community Development Division administers the City’s Community Development Block Grant Program, the Emergency Shelter Grant Program and State grants provided through DCED and the Commonwealth’s Redevelopment Assistance Capital Program. The Division is also responsible for researching and applying for other grant opportunities to assist the Department finance programs and projects focused on community, economic, housing and neighborhood development. The Division assists city non- profit organizations in applying for and administering State grants where the City must act as a pass through for the grant to the non-profit. The Community Development Division also serves as the city’s principal representative to the Lancaster County Coalition to End Homelessness.
